Background
The purpose of the End of Term Review (ETR) was to assess and examine the extent to which the Strengthening Vision 2020 Eye Care programme which was implemented by Zimbabwe Council for the Blind (ZCFB) in Manicaland, Mashonaland East, Harare, Mashonaland West and Bulawayo achieved its goal. The programme which was implemented between 2018 and
2021 was funded by Christian Blind Mission (CBM). The ETR was conducted by a group of five consultants with varied background from Monitoring and Evaluation (M and E), Social Scientist and Medical Doctor. The focus was on the planned activities measured against actual outputs, outcomes and impacts. The evaluation identified best practices for replication and drew lessons which can be used for future interventions. This report focuses on the key findings, challenges and recommendations which will inform decision-making by the Zimbabwe Council for the Blind and Christian Blind Mission.
